Singapore is grateful to the FPDA arrangement and was allowed to invest USD1 billion in building a state-of-the-art training facilities in Shoalwaters Bay, Queensland, permitting the use of the ground for 3 months in a year. A typical Singapore commander when facing with foreign delegates in overseas exercises has a Masters degree in a US Ivy League or UK university (Cambridge/Oxford).
