Malaysiakini : The Public Services Commission of Malaysia (PSC) has stressed that
there is no racial discrimination in the recruitment of civil servants
in the country and that Malaysian citizens have equal opportunity to be
considered in open and fair competition.PSC said in a statement
that the method of appointing civil servants is transparent and based on
the candidateās merit and competence, adding that no quota was set for
any particular race or ethnicity.
āInterested and qualified
candidates can apply for positions online through the PSC Job
Registration System and those who meet the service scheme appointment
requirements for vacant positions will be called to sit for the Public
Service Entrance Exam.
āCandidates who pass the exam will go
through the next level of screening such as the Physical, Sensory and
Fitness Tests or the National Physical Fitness Test, Profession
Assessment Centre and an interview before being appointed,ā it said,
adding that candidates will be screened by a panel of certified and
trained assessors who will objectively determine the physical ability,
performance and potential of each individual.
MS : The Ketuanan composition of the commission says it all. Any wonder they see no racism at all?

Koel : Stop the BS, PSC. Have some integrity. Dont judge the public intelligence by your own internal levels of low IQ. This is similar to public unis claiming there is no quotas for admissions when in reality they favour students with easy scoring matric grades instead of the more rigorous stpm - there is no equivalence.

ScallopEatMcD : PSC can continue with its cock and bull story but the fact remains, that 95% public servants are MM. You check any school /university, the major top scorers are NM, they are much intelligent than the liars, how can they lose out in interviews, exams, performance for PSC job?
To begin with, how many % NM in PSC? You can tell my dog, he won't believe you either.
The only way to balance out the racial composition in public service is to have protection for minority, a quota of 60% MM and 40% NM. Start with PSC!

It is in clear sight that the hiring and the promotion within the civil service, including enforcement agencies is skewed racially.
There is no need for extensive, data capturing. There is no need for lengthy random surveys to be carried out. A mere visual observation is enough to ascertain that only a single ethnic dominates the public sector and a than a few ādotsā of other ethnics are āhiredā as an eye wash and to chest thump that Malaysia is a multi-racial country and gives all is citizens equal opportunity and so on.
The statement issued is utter rubbish. My peers and I of the same generation had lost out tremendously simply due to the skewed unwritten policy. We lost not because we were not qualified, we lost not because were not able to convers fluently in Malay.
In fact, the opposite is more accurate.
Upon completing our Form 6 in 1986, After obtaining the STPM results in early 1987, I relentlessly tried to secure a job and coming from a family of 90% government servant, the obvious path for me was the civil service.
This was due to the fact I had made the cut for public university and my retired JKR(PWD) dad had no money to send me for private education.
My applications were sent to DBKL, LHDN, Police, Armed Forces, Ministry of Health for Medical Assistant application, Bomba, Perhilitan, and what not.
There were no responses from any of these agencies nor a letter of acknowledge receipt of my applications.
However, my Malay peers, who indecently had lesser qualifications and results than I and did not make it to either Form 6 nor to the many Malay dominated ITMs and Matriculation courses, landed jobs in some of the abovementioned agencies.
In 1987-88, the conversations in our regular evening football sessions were, Hey Zal (Faizal) mana kau kerja sekarang? Oh, aku kat LHDN. Hey Mat (Ahmad), mana kau sekarang? Aku kat DBKL, Penguatkuasa. And then they too would pose the same question back to me;
Hey Siva, kau buat apa? Aku masih cari kerjalah, belum dapat apa-apa lagi. Mungkin I gi Australia petik epal (apple) kot.
This is how my generation had it in the early years of our lives.
So please donāt try to hoodwink the public and say PSC did not discriminate in their hiring process.
GOD Bless Malaysia : What a glorified BS from PSC. RAKYAT are not blind and neither stupid not to know that there is so much racism in public services. 95% are of one ethnicity and almost all top govt. posts are held by one ethnicity. And this PSC has the chic to say hiring is based on meritocracy, my foot!!!!

Jesus Talks : The statement by the PSC is blatantly false. The Civil and Legal Service have been 'Malay' centric since Mahathir started his 'isi penuh' campaign in the early 80's, to fill Ministries with graduates holding Malay Study degrees (most of whom unfortunately did not have an education to merit employment in the Private Sector) and the NEP continually ensured all Federal Scholars (think 'Malay' again), were given full scholarships, for studies abroad or locally (and they could not be denied a place if they met the minima in qualifications in the HSC (one principal and one subsidiary subject).
The Legal Service was also only taking in 'Malays' and the quota system for elevation to the Judiciary then began to recognize the over whelming size of the Malay lawyers in the AG's chambers. The consequences of these policies have now come to roost. We should thank the Penang Deputy Chief Minister 11, for speaking truth to power.
