The Reneging Of An Agreement Between The Government Of Malaysia And The Communist Party Of Malaya To Terminate Hostilities

Why is our Government reneging on this agreement signed on the 2nd December 1989 in Haadyai, Thailand ?
Refer to : The Government of Malaysia and the Communist Party of Malaya , consistent with their common objective for peace, hereby agree to the following :-
Article 3 - Residence in Malaysia 3.1 Members of the communist Party of Malays and members of its disbanded armed units, who are of Malaysian origin and who wish to settle down in Malaysia, shall be allowed to do so in accordance with the laws of Malaysia.

3.2 Members of the Communist Party of Malaya and members of its disbanded armed units, who are not of Malaysian origin, may be allowed to settle down in Malaysia in accordance with the laws of Malaysia, if they so desire.
Chin Peng applied to be permitted back into Malaysia, and a complex legal issue has arisen out of this. Hearings on whether to permit his return to Malaysia were scheduled for May 25, 2005 but the High Court postponed the hearing to July 25, when his application to be allowed to return to Malaysia was rejected. In June 2008, Chin Peng again lost his bid to return to Malaysia when the Court of Appeal upheld an earlier ruling that compel him to show identification papers to prove his citizenship.
Chin Peng maintained that his birth certificate was seized by the police during a raid in 1948. His counsel, Raja Aziz Addruse, had submitted before the Court of Appeal that it was wrong for the Malaysia government to compel him to produce the documents because he was entitled to enter and live in Malaysia by virtue of the agreement. Where is our honour ? The document signed between the MCP and the Malaysian government was not a document of surrender but a termination of hostilities on the 2nd Dec 1989. The Vietnam war ended when North Vietnamese troops marched into Saigon Apr 30, 1975.
The last American soldier killed in Vietnam was on the 29th Apr 75 (the first was 8 Jul 59). That date also signifies the ending of the official American presence in Saigon when the last Americans are evacuated by helicopter from the US Embassy roof. Within hours the Saigon government surrenders to the VC. The difference between the two events is 14 years! So it is definitely not about the same time, read his article with a pinch of salt, especially so on Chin Peng's attempt to resettle in Malaysia.
