A Non-U.S. citizen (alien) may apply for a scholarship, however, he/she must be able to obtain citizenship by fall enrollment in the year of award.

Soldiers train to rain death and destruction wherever they are deployed, so what the f!#$% was he doing in the Army in the first place. Does this dickhead not know that when one joins the Army, one fights. It is not a walk in the park, wake up and smell the shit.

If you want to keep on taking without giving then you have no business taking advantage of the generous scholarships, then crying Bwaaa Bwaaaing, the moment you are being deployed into a war zone. In some countries you can still get shot for this.
