The first major issue to be dominated by the problems of interpretation were the confrontation between Indonesia and Malaysia. The various interpretations of the reasons behind the conflict implied directly opposing policies. The US sought many explanations, without settling for a single. Rather, complexity itself became the preferred reason in the administration. However, the British and other states held firm views, which led to policies that undermined the existing US policy towards Sukarno. For the US, this led to a conflict of interest, since the US at this time prioritized their other Indonesia policies higher than Malaysia issue.
